Members of the Aero Club of America have asked that flying machines from other countries, intended for international competition, brought here on transatlantic steamers and entering through the custom house in the usual way, be admitted free of duty. Whatever may be the economic phase of the matter this request is proof of one thing- navigation of the air is not yet an unequivocal success. if it were the machines would not come as ocean freight.
They would just fly in.

Ballooning in France.
Here in our frozen north the season of balloon sport has ended, but in France those fond of aerial navigation are still enjoying it. The HERALD's special cables from Paris today give an account of an ascent made yesterday from Pau by Comte de Castillon de Saint Victor. Everything in connection with aeronautics is of special interest to Americans now, for they are looking forward to the great balloon race which is to be started from St. Louis within a few months for the "blue ribbon of the air" and the International Cup for Aeronauts.

Comte de Castillon de Saint Victor made a balloon ascent from Pau yesterday. He passed over the village of Artix and then, after throwing out ballast, reached an altitude of 5,250 feet.
As the balloon got into a northwesterly air current which drove it over the hills into the Basque country, shortly after four o'clock, it was decided to come to earth. The descent was safely accomplished. Another ascent will probably be made on Saturday
