States that by the grading of "A" St. South, the drains on the grounds of the East Capitol St. Barracks are obstructed and the camp partly submerged with water. Requests that he be furnished with 500 ft. of plank about 10 or 12 inches wide, 20 lbs. 12 penny nails and a carpenter for two or three days, to construct a spout or sluice. L R Book #531.
