Washington Sept. 17" 1866. Gen. C. H. Howard. Dr. Sir: "Hear me for my cause." - Today two of the schools on 17th and I streets have commenced. The teachers complain (and justly, in my opinion) that the water closets in the rear of the school building are in a very filthy condition. They were not left so at the close of the last term. And it is of no use to put them in a decent condition so long as the fence in the rear is incomplete, and allows the soldiers, the drivers, loafers and idlers of all sorts to keep them in their present condition. Another reason for completing the fence is that nothing is safe when left in the yard. I trust you will have this attended to as it is but a slight job. I should have had this done without troubling you, had I not been prevented from doing so by force. I have been anxious not to trouble you about things which
