Your letter of Sept 26th '66. in explanation to remark made upon your return of Clothing and Equipage for August, 1866, in letter from this Office of Sept 24th 66, has been received and referred to the Second Auditor of the Treasury for file with said return. The explanation is satisfactory

When the receipt roll is witnessed by a civilian clerk or agent, there should be appended to it a certificate that there was no officer or non-commissioned officer present.
