MEMORANDUM for the Regional Director, Region One: 

The autogiro which was assigned to Boulder City, Nevada last spring was crated and shipped from Boulder City on September 5, consigned to the National Park Service, Manteo, North Carolina, in care of Pilot Dave Driskill. 

The nearest railway connection is Elizabeth City, North Carolina, and the car will doubtless be unloaded at that point. It would appear to be advisable to assemble the autogiro at Elizabeth City and have it flown to Manteo instead of attempting to ship it from Elizabeth City to Manteo while crated. 

Presumably, the shipment will be arriving within the next few days. It is suggested that arrangements be made by your office for movement of the crated material from the car to the Elizabeth City airport and that Mr. Driskill be instructed to assemble the autogiro and fly it to Manteo at the earliest possible date.
