Dear Sir:

The Indian Service is in need of an airplane which can be used to transport personnel and emergency food rations to various sections of the Navajo Indian Reservation, an area covering approximately sixteen million acres in the states of Arizona and New Mexico.

As we have no authority to purchase such equipment, we should appreciate having a transfer made of any surplus airplane which, in your judgment, would service our purpose.
