for the promotion of aviation. The statute merely provides that the Commissioner of Aeronautics "shall enforce the provisions of the statute concerning aeronautics." This should furnish food for future legislative thought, and persons active in aviation should endeavor to obtain for the State of Connecticut a statute which will not only fulfill the present purpose of regulation, but which will also look to the future and serve in the promotion of aeronautics and related scientific fields.

DIGEST OF STATE LAWS WITH REFERENCE TO STATE REGULATORY BODIES

ALABAMA

1. STATE AVIATION COMMISSION - Created by Act of 1931, section 2, authorizing one member. The number of members on the present commission are five, although no authorization for the increase in membership is apparent in subsequent acts.

2. POWERS AND DUTIES - (a) To encourage aviation and the establishment of aviation industries, (b) to plan State airways, (c) to consult with and advise municipalities and other political subdivisions, (d) to make and enforce rules and regulations, and (e) to investigate all accidents involving civil aircraft.

3. FINANCE - Moneys received from permits and from fines are paid to a State aeronautic fund and are added to the direct annual appropriation as available for administrative expenses. A yearly appropriation of $12,000 from general funds in the State treasury is made for the purpose of financing the Commission.
