3. FINANCE - No special provisions for financing. 

MARYLAND

1. TITLE - STATE AVIATION COMMISSION. The Maryland legislation authorizes a State aviation commission of 6 members, 5 to be appointed by the Governor for a term of 3 years, to serve without compensation. At least three members shall have had 5 years' experience as pilots. The sixth member to be chosen by majority votes and to be legal counsel for the commission. One member shall be secretary-treasurer (to be chosen from the Maryland National Guard) and receive $1,500 per year. The Counsel shall be paid for service rendered. 

The Maryland act of 1935 adopts practically all of the Uniform State Aeronautical Regulatory Act, with some modifications to suit local procedure, etc. 

2. POWERS AND DUTIES - Full power over all aeronautical activities within the State implied, although the empowering section of the Uniform Act has been omitted. Airports may be rated by the Commission. 

3. FINANCE - From general funds. Also may use moneys derived from fines, etc., and licensing, which are deposited in the "State aviation fund." 

MASSACHUSETTS 

1. TITLE - REGISTRAR OF MOTOR VEHICLES. The Massachusetts legislation places the supervisory control of aeronautics under the jurisdiction of the registrar of motor vehicles. Registrar is authorized to appoint an advisory board of aeronautical experts (five members) to
