In accordance with your instructions I have examined the roofs at "Wisewell Barracks" and have the honor to report that the covering of the roofs with "Boards" as has been suggested will not stop the leaks even if the slope of the roofs would warrant this plan of covering. In my opinion an entire new coating of tar and felt will be required (which explained had shown will not last over the year.) to make the buildings habitable. If there is a probability that the
