he offered it to Gen. Howard for $3.500 per Annum and Gen Howard offered him $3000.- and proposing a division of the difference — making the rent $3.250 and protesting against the action of the Board — and asking the restoration of the property or the establishement of the rent as above proposed — was received by reference from the Commissioner.

After mature deliberation the Board agreed upon the following valuation of property viz:-

The land occupied by Wisewell Barracks $50.000-
The land occupied by Freedmens Hospital $23.000-

The Board being of opinion that six per centum is a fair rental agreed upon the following as a first and fair rent to be paid for the lands. viz —

* For that occupied by Wisewell Barracks $3.000 per Annum
For that occupied by Campbell Hospital $1380. per Annum

The Board took up for consideration the letter of Bvt Brig Gen. H M. Whittlesey forwarding letter of D F Forrest relative to the proportion of rent to be paid to the Trustees of 19th St. Church for land sold them by the late French Forrest and occupied by the Bureau —

Maj Brown Chief Qr. Master was requested to furnish a copy of the Lease under which the land is held which copy the recorder was instructed to forward to the solicitor of the Bureau for his opinion whether any sale of land under lease could be effected, not subject to the lease — whether any
