Bangor Nov. 16. 1867

Genl C H Howard
Asst. Comr. Freedmans Bureau
Washington DC.

Dear Sir:
I now hand you Invoice & B/L of lumber pr Brig Rabboni — amt to pr of $3.883.28 I hope to get off 3 more vessels next week. Freights are advancing very much and I shall be obliged to pay much higher rates if I get any more vessels after the three now loading — $7 is asked to day for Washington — Looking at your orders, I see no way but to conform to the market rates as I understand you want the Lumber. I shall do all I can to fill your orders. We have had a snow storm & if it clears off warm we may have time to get off second cargo more — It is much better to pay an advance in freight than to attempt to ship from Winter land.

Yours truly
J. B. Foster
