States that he has two vessels partly loaded, that the mills have been stopped by ice, and he is unable to complete the cargoes.  That he telegraphed for permission to finish loading with some spruce dimention that will nearly conform to the required measurement.  That he finds that in the hurry of loading the Brig Julia E. Arey there was 83.50 ft more Boards than the Bill shows & 20 M more shingles
