States that the Cistern and well at Colored Orphan Home Washington D.C. are in bad repair and that unless they are cleansed of loose sand which are in them, the pumps which are now serviceable, will soon be worn out.  The coverings are also defective, being dangerous and allowing surface water to run into the well and cistern freely, when it rains.  Asks to have the matter investigated and remedied as sickness will probably result if the water is used.
