Not knowing where to find you I am writing you at your old address to extend to you my sincerest congratulations on your appointment as "Czar of Aviation".

News spreads fast in this town and I have had a half a dozen or more people tell me what a fine move aviation has made in putting you in this position.

For the first time in the history of aviation, in my opinion, a move has been made that will be tremendously far-reaching in aviation circles.

I hope some time to grasp your hand and really congratulate you on this appointment.
