     It was pointed out that the results of such a type of glider instructors school would be in providing properly trained instructors capable of carrying on proved schools in a safe and sane manner and that we would not have anybody thinking themselves able to give instruction without the proper knowledge.
     The Department of Commerce representative highly agreed on this point and thought it was something that should be brought about.

[[underline]]TRAFFIC[[/underline]]
     During this Second Annual Gliding and Soaring Contest in Elmira it was proven that it was necessary to break the Department of Commerce ruling on the number of aircraft within a certain area to be in the air at the same time. It seemed to this group that some exceptions would have to be made by the proper authorities in such contests as this. A suggestion that a special set of rules on traffic should be formulated for future contests.
     There were suggestions and questions on the rules of airport right-of-way and that gliders should be listed on the rules governing traffic and right-of-way of aircraft.
     Discussion on the rules of stunting. Suggestion that there should be absolutely no stunting of gliders and that this should be strictly enforced. The Department of Commerce pointed out present rule that there should be no stunting of any aircraft under any 15 hundred feet from ground.
     Listed other suggestions: That there should be one man from the Department of Commerce familiar with gliding and soaring to handle the affairs of gliding. Suggested that they raise the requirements on noncommercial Department of Commerce licenses. Question was asked us to how much credit on power-plans training should be granted to anyone having had glider time.
     The consensus of opinion of this group was that the Department of Commerce should be more stringent regarding licensing of instructors, schools and pilots. It was felt that this meeting was a success in that it brought to the attention of the Department of Commerce the feelings and thoughts of the pilots, instructors and officials of glider and soaring contests who have been in contact with gliding for some time and that other meetings should be held with a similar purpose.
