Circular Letter.

The Postal Frank, of the Commissioner will be used only for legitimate business. This privilege has been unwarrantably abused in this Bureau. This abuse must be stopped. — Hereafter franked envelopes will be furnished only to Chiefs of Divisions upon requisitions, signed by him to the Act'g. Assistant Adjutant General. They will be held responsible for their proper use. — No franked envelopes will be furnished to any person outside the Commissioners Office. — The Frank will be kept in the Office of the Actg. Asst. Adjt. Gen'l. and will be subject to his control.
