application with the Civil Service Commission for the reclassification of John E. Graf, Assistant Secretary of the Institution, for inclusion in GS-18; of J. J. Keddy, Assistant Secretary, for inclusion in GS-17; of Remington Kellogg, Director of the U.S. National Museum in GS016; and of C. W. Mitman, Assistant Secretary for the National Air Museum, in GS-16.  While the Smithsonian Institution is not large from the standpoint of its appropriations by the Congress, its operations in the scientific and educational field are equal in importance to those of any other department under the Government in their far reaching effect and contact with the people of our nation.  This should be reconized in the positions assigned to its highest officers.  

At the same time I wrote directly to the Honorable Frances Perkins, Commissioner of the U. S. Civil Service Commisssion, calling this matter to her attention in my capacity as Chairman of the Executive Committee of the Board of Regents, informing her that in that capacity I had instructed the Secretary to make application as indicated above.  Due acknowledgment was received from Mrs. Perkins stating that she would give her personal attention to the possible changes in classification recommended.

It is our understanding that the Civil Service Commission has been working over all the papers filed by the various departments in order to make recommendations as to allocation.  These recommendations are to go to the White House.  The Classification Act at present restricts these higher appointments to not more than 300 positions in GS-16 at an entrance salary of $11,200, not more than 75 positions in GS-17 at an entrance salary of $12,200, and not more than 25 positions in GS-18 at $14,000.
