at that time Congress had not acted upon the salary scale of cabinet officers, under secretaries, bureau chiefs, etc. Since the Congress has acted upon this matter, it was thought appropriate now that Dr. Wetmore's salary should come up for consideration.

There was general discussion regarding the Secretary's great value to the Institution. While the Secretary's status was not under Civil Service, and although his salary did not come from funds appropriated by the Congress, nevertheless, it was felt that some adjustment should be made to place this position in line with comparable positions elsewhere.
