Salaries and expenses  $163,510

The increase recommended by the committee is to restore the full amount of the budget estimate of $2,770,000. The committee believes that the work of the Bureau of American Ethnology and of the Astrophysical Observatory are too important to be handicapped by lack of funds.

Paleontological investigations 20,000

The increase recommended by the committee is to provide for the investigations required by the act of August 15, 1949, to the extent the committee is advised such grants will be required in 1951. The amount provided is $45,000 below the estimate, and the House allowed no funds for the work.

REPORT ON ALLOCATIONS TO HIGHER GRADES

Recent adjustments under Civil Service have included the establishment of three additional grades, in which 300 appointments were to be made throughout the entire governmental service. With the approval and assistance of the Chairman of the Executive Committee, request was made for the allocation to the Smithsonian of four positions in these higher categories, namely, one Assistant Secretary in grade GS-18, one in GS-17, and the Director of the National Museum and the Assistant to the Secretary for the National Air Museum in grade GS-16. Because of the present great scope of governmental activities, competition was such that the Smithsonian finally received only one of the 300 places to be allotted, which placed Mr. J. E. Graf, Assistant Secretary, in grade GS-16, at $11,200 per annum. It seems probably that the present ceiling on these higher positions will need to be increased because of the larger number of important positions not at present covered.
