The Institution is operating at present under a reduction in personnel of 14 positions below 1950, due to shortage of funds for within-grade promotions. In 1952, there will be required an estimated reduction of 11 more positions because of the elimination of all funds for within-grade promotions.
     
These estimates have been approved by the President and will be presented to the 82nd Congress.
