Dear Mr. Gerard:

President Nixon stated in his message to Congress, July 8, 1969; "The first Americans...the Indians...are the most deprived and most isolated minority group in our nation...on virtually every scale of measurement..employment, education, income, health...the condition of the Indian people ranks at the bottom."

President Nixon also stated on March 31, 1971, in a New York Times article (see enclosed), that he plans to transfer 6.8 BILLIONS of dollars worth of surplus lands to local and state governments, and industrial and commercial firms.

Years ago, the government told the Indians they needed their lands for forts, roads, homesteading, etc. Today, the government is saying these lands are surplus to their needs. Why not return these surplus lands to their original owners? The Indians.

A national committee is now being formed to "Return Surplus Lands to Indians" (RSLIP). Groups are scheduling meetings in California, New York, Arizona, and Illinois,

The Federal Government could help the Indians, save themselves alot of tax money and considerable embarrassment if they placed Indian tribes and organizations in the top priority category, i.e. to bid on surplus lands for schools, health and culture centers. 

Won't you please let me know about your feelings concerning this particular issue and if you are interested in becoming involved in returning surplus lands to Indians.
