After personal investigation, I am of the opinion that Dr
J.S. O Donnell should be paid the sum of Fifty ($50) Dollars
for medicines furnished to freedpeople at Harpers Ferry W.
Va., & that this should be in full of all demands up to this date.

calling attention to the endorsement of Capt. McDonnell & stating that Dr Turner made out his accounts for the month of March and forwarded them to Washington and is now returned with an order to make out accounts for the time previous to March 25th and forward here - & one for the balance of the month to forward to Washington. He did so - and Capt. McDonnell not having signed the certificate I sent it to sign.

Comr. 9th Dist. of Va report form 2" for the month of March shows that A.A. Surg. Thomas Turner was transferred with pay due, on the 15th of March, to Bvt. Maj. J.M. Brown Chief Qr. Mr. Dist. of Wash. who is the proper officer to pay Dr. Turner's account for the whole month.
