Upon investigation of the case of Lewis [[Noalds?]] (colored) I find that he is totally blind, has a wife & two children. He has been afflicted with blindness since the first of last January at which time he was at work on a farm in Fauquier Co Va. supporting his family. He removed his family to this place about the first of May last & from that date to the present Time, has been a dependant of the Bureau, receiving rations for his family - his wife is laboring in the Industrial School connected with the Bureau in this city. He resides in a house rented for him by his brother in law, who pays the rent for the same. My investigation corroborates the statement made by Mr Raab and I would recommend that Lewis [[Noalds]] be admitted to the Hosp. at Wash. D.C. where he can receive the treatment [[?]] by Dr. Ribbeck.
