Lieut: I have the honor to state in reply to the case of John Bell, referred to me this date, that he was discharged upon recommendation of Maj J.V.W. Vandenburgh Local Supt D.C. that John Bell & 3 others (old men) be discharged and one good man be employed in their stead,  "as he would be of more real service than the four men now employed," and save the Bureau $4 per Month and three Rations.

Lieut: I have the honor to state in compliance with verbal instructions recd from you this date, that I have seen the three men (colored) at East Capitol St Barracks, who were discharged on the 15th ins't, and find that Two of them Nathan Williams and Edward Howard, are old and infirm & not able to perform hard labor.
  
I would respectfully suggest that James Williams be retained at $6 per Month & one Ration - as he can be made very useful about the Barracks.

Sir:- I am directed by the Ass't Comr D.C. to inform you that Harrison Harris, who was placed on duty at East Captl Barracks, on the 16" ins't. at $20 per Month, to take charge of the Cart Horse, will be directed to return to Mrs Griffings Office, as Messenger, and that John Bell will be put in charge of the Cart Horse as heretofore.
