James Johnson Supt. 6 Va. Dist. with the information that I have investigated the case referred to within and find that at the time Caroline was bound to Mr. Owen (May 12" 1866) she was entirely destitute, that Lieut. Roberts made an endeavor to ascertain whether or not the childs parents were living, but was unsuccessful. She is well cared for, kindly treated, contented and happy, and wishes to remain with Mr. Owens.
