Resp'y forwarded for the information of the Asst Comr D.C. Mr Roberts had no Authority whatever for employing these men, and did so without asking for Authority. The amount due them, I think should be paid by the person
employing them.

I approve however the request to employ them at Six ($6 00/100) Dollars per month & one ration, and respectfully ask that it be granted.
