Resp'y returned to Mrs. J. S. Griffing Agent etcetera. The Ass't Comr. does not consider it necessary to specify any particular style of tenements.
Mr. Carter's judgement and good sense would of course be sufficient guarantee that comfortable and healthful houses would be provided.
It is not considered advisable to construct tenements for freed people upon a plan different from what would be made for white laborers in like circumstances.

Resp'y referred to Rev John Kimball Supt. of Freedmans School D.C. with directions that he take measures to ascertain at once the number of additional scholars that may be received in each school of this City, notifying Teachers & Superintendents, that the school Houses must be filled to the utmost capacity. He will also furnish to each Supt. of Schools or Teaches where there is not Supt. a number of the printed Admission Cards. equal to the number of vacant Seats. fixed upon, to be countersigned by them. As soon as the cards are countersigned, they will be furnished through the Local Supt., to the various Visiting Agents. for the admission of scholars, according to the locality of the Schools.  [over]
