Colonel:
Complaint from a reliable source has reached this Office, of the ill treatment of a girl about 7 years old, living with a woman, named Julia Jenter. in a shanty near the Northrop "Home for the friendless", on 17" St. between L & M

Further information may be obtained of Miss Mann, teaching school, Corner 17" & N Sts.
  
The Asst Commissioner directs that you will investigate the case, and if the facts are as stated, and the parents of the child are not to be found, she will be taken to the Colored Orphan's Home.
