Colonel:
I enclose some orders, though I am beginning to think we shall never have them half filled.

I understand  that J. J. D. Kingsbury has written to Gen. Howard about Miss Harris charge. I presume you have heard about it before this.  

I will explain the matter. We ordered the party last January & they came in March — about the 
15th — Miss H. sent a half dozen
