General.

I have the honor to submit the following report of affairs pertaining to employment agencies of this Bureau, at the points mentioned below;

Freedmens Aid Society. Hartford. Conn.

In regard to the complaints against him, the case referred to, as one of particular hardship, was, where a woman had been compelled to wait several days before finding a home. He explained to me as the reason, that the woman had a babe but four weeks old.

As except in special cases, a family is unwilling to take a servant with so young a child, it seems advisable that none of that class should be sent until previous arrangements have been made and I would recommend that the Local Superintendent receive instructions to that effect
