3.  You will also recall at the December 6 meeting the lively and enthusiastic discussion of the future hopes and needs of the National Collection of Fine Arts.  It was the sense of the discussion to ask the Regents to consider establishing a development office for the Smithsonian Institution and to make special provision in that office for the needs of the National Collection of Fine Arts.

The purpose of his letter is to request you, as Secretary of the Smithsonian Art Commission, to present these topics to the Regents for consideration, approval and action.
