SMITHSONIAN INSTITUTION

MINUTES OF PREVIOUS MEETINGS AND ANNUAL REPORT: The minutes of previous meetings and the annual report were approved as circulated. Dr. Richardson stated that the Commission should be an active one and should have rotation of office, so he was relinquishing the Chairmanship after three years' service.

REPORT OF THE EXECUTIVE COMMITTEE: The following changes were voted: Dr. Clarke's resignation from the Commission was accepted; Dr. Sawyer was elected Chairman and Dr. Hancock, Vice Chairman. (The Chairman and Vice Chairman serve on the Executive Committee ex officio.)

Dr. Sawyer, as new Chairman, commented that the Commission could now envision a bright future. He supported the concept (recommended by the Executive Committee) of enlarging the Commission to make it more national.

Dr. Scott reported on the sketch of proposed sculpture by George Rickey, approved by the Executive Committee on November 15 "in principle" to allow Mr. Rickey to proceed with studies.

REVISION OF SMITHSONIAN ART COMMISSION: Changes proposed by the Executive Committee include a change in name to reflect closer identity with the NCFA; clarification of responsibilities, for more practicable procedures; and several minor changes.

A decision on the change of name of the Commission on the NCFA was deferred, but it was voted to study the matter. Other changes in the "Proposed Revision of the Smithsonian Art Commission Plan" were accepted as follows: 1. "The Smithsonian Art Commission Plan" to be changed to "The Bylaws of the Smithsonian Art Commission." 2. Minutes of each Commission meeting will be circulated promptly after each meeting.  3. Change in composition of Executive Committee to include Vice Chairman per se, ex officio.  4. Request will be made to the Board of Regents to give full authority to the Executive Committee to approve accessions to NCFA, a report of such accessions to be presented to the Board of Regents at regular annual meeting of Regents in January each year.

ENLARGEMENT OF COMMISSION: Dr. Richardson commented that the present membership showed a great preponderance of members from the East. He felt that if the Commission were to be national in character, it should be constituted of more members
