potential for developing an affinity card. In May 1995, the consultants recommended that the Smithsonian Institution develop and implement an affinity card program, subject to confirming consumer research. The approval of the Board of Regents was sought at this time to enable the Institution to move forward with Discover/Novus (a 150th anniversary corporate partner) through further discussions, negotiations, research and testing with the goal of launching a Smithsonian affinity card in 1996.

VOTED that the Board of Regents authorizes the Smithsonian Institution and its representatives to enter into negotiations with Discover Card Services, Inc., in order to conduct research and testing with the goal of offering a Smithsonian Institution affinity card to the public during 1996. Final terms of an agreement to issue such a card shall be subject to the approval of the Executive Committee of the Board of Regents.

150th Anniversary Corporate Partner Program (underscored)

On August 11, 1995, the Smithsonian and CBS News announced the Broadcast Partnership for the 150th anniversary celebration at a press conference in New York City. CBS News will produce at least two prime-time CBS Specials about cutting-edge research projects, expeditions and programs as well as visits to Smithsonian museums and collections. CBS will also produce a minimum of 25 "Smithsonian Minutes" to be broadcast on the CBS Television Network throughout 1996.

Discover Card and the Intel Corporation remain two active Corporate Partners in the Anniversary program. In addition, negotiations are well-along with three other potential partners. While original plans allowed for no more than 10 partners, current estimates show five to six to be a likely number of participants.

DISPOSAL OF BARNEY STUDIO HOUSE(underscored)

The Institution met with the Advisory Council on Historic Preservation and the D.C. Historic Preservation Review Office on July 18 to begin the consultation process required under Section 106. This Section of the National Historic Preservation Act requires the Institution to consult with the Advisory Council and invite comments on the proposed divestiture of this historic property but does not require the Institution to accede to the Council's requests. Once the Institution believes that sufficient consultation has taken place to inform the decision to divest the property, the Institution may move forward with the disposal.

Simultaneously with the consultation process, and in anticipation of a positive result, the Institution placed the Barney Studio House on the market in May through Zell Partners, Ltd. Zell is focusing on prospective buyers for diplomatic, non-profit, or professional use as well as residential uses.
