Respectfully returned to Bvt Briq-Genl E.W. Hinks Comd [[1st?]] Dist No Ca. S.A. Commr at Goldsboro No Ca. with the information that John L. Wood Sheriff elect for the County of Pasquotank No. Ca. has taken the Oath prescribed by act of July 2nd 1862 – and given the required Bonds - There
is, therefore, now no objection to his being confirmed in his Office.

For the places of Mayor & Town Commissioners of Elizabeth 
City No. Ca., the under named, Loyal Union Citizens, are recommended all of whom can take the "Iron Clad Oath" as above, & have the property qualifications which the Laws of No Ca requires.

Foote with the information that the Cold Boy Peter Spferel was regularly found apprentice to Dr. Sferell by Wmd Willey Agent Pam R.F.A.L. in this place - a copy of Sard Bond is our file in this office dated Jany 4th, 1866. I have had a private interview with said Colored Boy, and he assures me that he is well fed, well clothed and kindly treated and has no wish to leave. Gourd

Dr. Sprell seems to have an affection for him and promises to bring him up to industry, good habits, and respectability, also to have him taught to read and write - I think the boy is very well situated, and it would be an injury to remove him from his present home.

Cartwright [see F 5] pg 44., stating that they have reserved barrels for the present year, but on account of high prices they cannot purchase teams and will consequently be destitute of bread again. two or three hundred acres of land are laying idle in their neighborhood which can be cultivated.
