It is supposed that the convenience of applicants may require other offices to be established in the state. If, in your judgment, that is the case, will you be so kind as to designate the desirable points, and forward the address of Superintendents, of Districts, or other officers, who can attend to the business?

The fees of magistrates, accruing in connection with claims, will be paid by the Commission in advance, or on Monthly vouchers, as may be preferred. The latter is the method with the Commission's own Agencies.

Generally throughout the country magistrates make a liberal reduction from their legal fees in such cases. Please arrange for such reduction if possible.

Very respectfully
W. F. Bascom,
Supt. Local Agencies
U.S. San. Com. Army & Navy
Claim Agency.

Col. Saml. Thomas.
Asst. Commissioner
Bureau of Refugees &c
Vicksburg, Miss.

Looks like W. F. Bascom to me (rather than "M. F.") but I can't verify. -- Beth
