State of Miss = Joseph Botto a loyal citizen of the United States has urgently and respectfully asks that restoration to him of what is known as the Theatre property - located on Washington Street in the city of Vicksburg being the legal owner thereof:  Petitioner States upon oath following facts; that in obedience to the requirements of Major General McPherson who instituted in September a D1803 a Special Court of which Brig Genl W D Seggett was President for the purpose of passing upon the claims of persons [[?]] and enjoying this [[?]] accruing from [[?]] in the cis - aforesaid The Petitioner appeared before said Court the unconstitutional passing of all [[?] [[?]] such personal owed by him and without hindrance used and appropriated all income from [[?]] = Petitioner States that "the Theatre project" was purchased by such from Brown and Johnson in the month of March AD 1803 and since then Act of Congress passed Jul AD 1802 making all transfers of such [[?]] [[?]] conveyance is made "in States in rebellion against the General Government" opined [[?]] proclamation of
