The undersigned has been a citizen of Natchez since 1837, and since December 1861 has not been out of the limits of the city - 

The undersigned confidently asserts that since the passage of the confiscation act, he has been guilty of no act which renders him liable to its penalties, and that since the reestablishment of the Federal Authority in Natchez, he has been carefully observant of all orders emenating from, and has had no connection, or communication with any in hostility to, that authority, and for his character as a peaceable and law abiding citizen, he respectfully refers to the different commanders of the post and officials of the city since it reoccupation by the Federal government - 

The undersigned would also state, that in conversation with Capt Richardson last month (January), he (Richardson) stated that he had no right to control the property in question  That it was wrongfully upon his books: that he would represent it to the Treasury Department at Washington, pledging himself that it should be rectified; but that in the mean time, the undersigned must pay One hundred dollars pr month
