suffering on the part of the poor Freedmen by carrying out your policy indicated in your communications — There being no one to speak to them authoritatively they have been wandering about, specifically women & children, leaving their former homes and collecting in large numbers in Canton 

I have written more than I intended —  

My object being to ask you to relieve mysurprise and that of our people on the subject of my appointment

I could refer you to Judge A. Burwell at Vicksburg & A. H. Arthur & Maj Barbour of the National Bank and also to Gov. Sharkey & Hon W. S. Greyer.
