Vicksburg, Miss., July 10th, 1865.

Sir:-

As there are a number of Teachers and voluntary laborers in this Sub Dist.  entitled to rations in the same town as Officers, under the provisions of Circular No. 7 ? D. June 15 - 65.  I most respectfully request that the necessary authority to purchase be furnished me in blankly the Asst. Comr. to be given to teachers & laborers at Natchez.

I suppose a certificate that they are employed, & entitled to purchase under Circular 7, signed by Col. Thomas & issued by me, will be sufficient.
