Dear Richmond
Your letter announcing the arrival of the boxes came several days since. Am sorry there was a devil of a time getting them. Of course I knew nothing about the new plant regulations, & then thought it only applied to live plants. If this ruling applies to all vegetable products the law will be unworkable, for all coffee, cocoa, coco nuts, beans, corn dye woods will have to be fumigated.

All the zoos are having trouble over the law forbidding introduction of hoofed animals.
6 months quarantine is prohibitive, & the only countries from which we may import
