My dear Miss Lee: 

Enclosed herewith are carbon copies of letters written to U.C.R. chairmen in Caracas, Havana, and Mexico City. We do not have a chairman in Rio de Janeiro so are not sending a letter there. Possibly when you get to Rio de Janeiro you can take the initiative in arousing interest on behalf of China. 

Within the next day or two I will send you letters of introduction which you can carry with you. 

We have been in touch with Dr. Waller in Southold, L.I., and also with Mr. Snyder, who is in charge of operations at the ship yard there. We find that the next launching of landing craft will not take place before April 8th. Of course we hope that you will be on your way to Latin America before that time. We are sorry, however, that this makes it unlikely that you can take part in these launching ceremonies. If it should happen that you are delayed, so that you are still available on April 8th, they would be delighted and honored to have you participate in the ceremonies. 

I have promised Mr. Snyder that I will get in touch with him about April 3 or 4 to see how matters stand at that time.
