Monsieur Germain Seligman,
Messrs. Jacques Seligmann & Co. Inc.,
3, East 51st. Street,
New York.

Dear Monsieur Seligmann,

Since I last wrote to you I am pleased to say that there has been a change in the duties on pictures entering this country, and that paintings on wood and board are no longer dutiable. The duty on framed pictures has now also been removed, so that this will considerably affect your expense in the coming show.

Yours sincerely,

Cecil L. Phillips
