Under the general administrative direction of the Administrator, serves as coordinating officer of all activities vested under the jurisdiction of the Administrator:
1. Assists the Administrator in the supervision and direction of all functions and activities of the civil Aeronautics Administration.
2. Advises and makes recommendations to the Administrator on major problems of a policy of operations nature.
3. Advises operating officials and takes final action for the Administrator on operating problems.
4. Meets with officials of air carriers, aircraft manufacturers, representatives of state and local governments, members of the Congress and other officials of the government to discuss and advise on matters pertaining to aeronautics and/or related subjects.
5. Acts for the Administrator during his absence.
