than making a preliminary technical survey with respect to prospective American air services into Spain.

In view of the foregoing, it is therefore suggested that the mission confine intself to purely technical matters and that any questions relating to broad aviation policy or other matters concerning air transport arrangements generallly be referred to the Ambassador, who will consult the Department. All conversations with the Spaniards on technical matters will be handled through the Embassy with the mission participating in the discussions.

A similar letter is being addressed to Mr. Ryan and Mr. Novinger, with copies to the Chairman of the Civil Aeronautics Board and the Secretary of Commerce, respectively.
