for export nor through what channels it would have to be cleared. I assume that the military would have something to say about this. I have informed Colonel Azcarraga that the material could not be supplied directly by the CAA but should be purchased from manufacturers. We can, of course, recommend the supplying firms, but these are limited in number and Smith would be in a better position to determine who could best supply the various items.

If Smith were to handle this whole project I would assume that he might also furnish the technicians, but I am wondering what our policy might be in this respect to lend a hand when the equipment is made available. I think that we can well afford to do this as we are getting excellent cooperation from the Spanish Government.

Now to get down to the purpose of my visit here as a member of the Commission. It does not appear that I will be very busy in that capacity as the Commission meets once a month. As time goes on I question that it will be necessary to meet that often because of the excellent cooperation of the Spanish and the manner in which matters are being taken up direct with the various Department Heads of the Spanish Government with immediate results. I will probably spend two or three weeks more here and in the European Theater before returning to Washington. The greatest help that we could be at the present time is to make the construction equipment available and to get a radio engineer over here who can go ahead with the arrangements for materials and equipment needed and then return to the States to see that it is acquired and built to specifications. 

The installation, of course, will require some additional help from the CAA but by that time we may be in a much better position to give it. It would also be of assistance if we could see our way clear to send a good airport engineer over here for about two or three months to act in a consulting capacity. I believe that this would pay dividends in good will and it may well be that such a man would fill all the immediate requirements, as the Army may furnish technicians and construction superintendents. I intend to discuss this further with Colonel Vives as he indicated to me that construction personnel were not necessary until we got equipment on the job.
