I have the honor to make application for Transportation & rations for forty seven (47) freedmen from this point to Neblett Landing in Bolivar Cty Miss. via Vicksburg - My application is based upon a letter addressed you by Genl O.O. Howard Comr. Freedmen &c dated Washington Oct 5th 1865, a copy of wh. is in yr office - Dr. Sterling Neblett[[?]] is named in that communication as one of the parties recommended to yr assistance in refilling his plantation - On Tuesday last I had the pleasure of handing to you a letter from D Neblitt wh. stated the reason why he had not been able to avail himself of the kind assistance tendered in Genl Howard's letter, as well as the relation wh. I bear to him & his planting interest.

You will please address yr Comr. Curr Maj J.J. Kioa, Comdy at this post
