such authorities are bound to assist in extreme cases. Permit me to suggest, as I have done in another case of this nature submitted to me, that the provisions of the Legislative Act to Confer Civil Rights on Freedmen, which authorize their arrest and forced return to their employers, are in direct conflict with the provisions of the Civil Rights Bill, and that the Sheriff of Washington County or any other person attempting to enforce them, renders himself liable to the penalties [[strikethrough]] inflicted[/strikethrough] imposed by that act, and that a term of the United States District Court will soon be held at Jackson, before which all such offenders can be speedily arraigned.
