The feeling of the Citizens is very bitter against Congress for trying to pass the resolution to make the Southern States pay the debt incured during the Rebellion. The general expression is that they would sooner die than submit to anything of this kind. I have this day vacated the buildings occupied during the months of April and May, in accordance with instructions received from your office dated May 18, 1866.
