Mr. Hankins is an old citizen of this place and a man of good standing. He gave himself up to the civil authorities and was discharged by Major McLean. 

I have the honor to offer the correspondences between this office and the Major upon the subject, "Marked Exhibit-" D taken from the records of this office..
