In my monthly writen report I have the honor to report 

1st That the schools in this Sub. Dist. are in a flourishing condition. I have represented to the Supt. of Schools that it would be for the public good to have schools established at all the county seats of this Sub dist. There will probably be considerable opposition in Carroll Co. but schools and troops are both needed in that Section as the civil law there is a "dead letter" and the Freedman are only so in name.

As to the temper of citizens the Blacks are inofensive but intolerably indolent. The Whites are settling with their employees much more satisfactorily than I anticipated and I think the matter of labor and capital are gradually settling into legitimate channels.
